Fourth beta version of MIFC for basic testing purposes only. In line with the first draft of the excel MIFC schema given to collaborators at FDA for review.

Note the schema may be subject to changes in subsequent versions, we will introduce and maintain a document with schema updates for provenance of updating versions to try to preserve backward compatibility. However, all pre-release versions will become obsolete and should no longer be used after the first official release comes out.
