docs(specs): specify skill graphs as distilled, servable and ontology-layered (#11) Extend SG-CONTENT: serve through scion_sdk.connector (retired agent_connector_sdk group and floor renamed in pyproject and the test), bind the contract-gate and wheel tests as VERIFIED rows, and add the real gaps as planned rows: stray graphs outside skills/, graphs without a manifest, builder fields, and the per-graph ontology layer that rolls up to the engine core.
