[Feature] Can support rolling back Deployments to previous revisions in dashboard

same issue: #2889

Try to roll back a Deployment to a previous revision in dashboard (i.e., what kubectl rollout undo does).

Why is this needed?

because not all user can use kubectl to control the deployment, so we need make them operate rollback command in dashboard.
