Startup 4.0.5 updates the Gradle wrapper to 9.8.2 and adds reproducible OpenSpec workflows, project maintenance skills, and cross-platform checks for development tooling. It also clarifies the runner concurrency examples and updates the Python setup action used by those checks.

The public Kotlin and Swift APIs, initialization behavior, and Android/JVM requirements are unchanged from 4.0.4. No application API migration is required.
