0.15.3 was tagged but never released; its fixes ship here.

Fixed

• merge: a pull request in a GitHub stack merges through the endpoint
  GitHub requires even when the stack listing could not be read. A listing
  that fails with a server error is asked again, and only a missing stacks
  feature is remembered for the rest of the command, so one failed read no
  longer makes every stacked pull request look unstacked.
• tour: a GitLab merge request can be toured as soon as it is opened.
  Until GitLab publishes the request's own ref, the tour reads its source
  branch, as long as that branch is at the head GitLab reports, so a fork's
  branch of the same name is never read in its place.
• merge: when the forge refuses a merge as conflicting but the review's
  branch merges cleanly into its base as the remote has them, merge says
  the forge may still be rechecking after a push and to rerun it, instead of
  asking you to resolve conflicts that are not there.
• submit: a branch named like a path in the repository, such as
  eval/harness beside an eval/harness/ directory, no longer fails to
  read its commit subject for the review's title.
