Option to overwrite duplicate migration files

### Synopsis:
when running the build command, all model and factory files are overwritten, however the migration files are not due to the timestamp.

### Proposed Syntax:
php artisan blueprint:build --overwrite-migrations

### Expected Behavior:
remove the duplicated migration file before adding the new generated file.
