chore(release): 0.13.1

Review of the changes since 0.13.0 (f6ef168); versions bumped to
anda_brain 0.13.1, anda-cli 0.13.1 and the Worker package 0.1.1.

- Worker: evidenceClassOf looked a message role up with a plain index, so
  an unvalidated staged-source role such as `constructor` or `__proto__`
  resolved through the object prototype to a non-string Evidence class.
  Only the table's own entries count now; any other role is `message`.
  The new regression fails without the fix.
- Worker: the vocabulary-cap test drafts 512 symbols and took about 4.7 s
  on its own, against Vitest's 5 s default; it timed out under load. It
  now has a 30 s timeout.
- The changelog's Unreleased section becomes 0.13.1 and notes that
  `AppError::bad_request` now takes `impl Display`; the skill, AGENTS.md
  and version fixtures follow the new number.
