Long external interrupts may cause usart reads to lock up if they prevent usart interrupts to be handled quick enough. This patch increases usart interrupt priority and prevents the usart interrupt from being delayed.

noticed the following flags were needed to have the Makefile working with arm-none-eabi-g++ (Sourcery CodeBench Lite 2011.09-69) 4.6.1.
