fix(messaging): scope reception checks to configured connections

Test only active agent connections for the selected messaging provider and report when no test can run. Discard stale results after provider changes while preserving aggregate API checks.

Open messaging setup guides by default, link directly to agent connections, and offer Telegram Tool creation only when no Tool already uses its bridge. Correct the preset code and hide the existing-Tool notice.
