Update 18: API caching and rate-limit headers

The API now tells every client how much of its request allowance is left and when it resets, and it lets clients and the CDN check whether data changed before downloading it again. Apps and bots that read prices get faster answers and use less of their allowance; nothing about prices or trading changes.
