• Popups lay themselves out in the provided direction. A Modal is a new layout root, and a
  new root takes its direction from I18nManager rather than from the tree that opened it. Under a
  DirectionProvider that disagreed with the device, every portalled popup — Dialog,
  AlertDialog, Drawer, Popover, Menu, Select, Combobox, Tooltip — kept the device's
  direction: rows, padding and text alignment stayed LTR in an RTL app while the parts that read the
  context flipped. The portal's gesture root now carries useDirection() as its direction style.
