DateTime Parsing
Problem: DateTime not recognized when a year other than the current year is specified.

1990-1-1
Fix: Now it will be recognized correctly.
Behavior Changes
- The time now defaults to 23:59:59 if unspecified. This is more useful when setting deadlines.
Others
- Now the test for DateTime parser is more comprehensive and covers all formats allowed.
