About memcache, this is with version 4.0.3 from https://github.com/websupport-sk/pecl-memcache/releases which is the defacto new upstream (should be soon the official pecl source, under discussion)
About sqlite3, this is a security enforcement option added in all versions, and backported in 5.6/7.0 in https://github.com/Microsoft/php-src maintained and used by Microsoft and me to provide security update to EOL versions: so have to be ignored if present / missing (as there is no way to know if should be present or not)
