0.2.2: Windows CI Validation

• Added Linux and Windows GitHub Actions validation that runs the full release check suite (typecheck, tests, extension import, dependency audit and package dry-run) on every push to main and pull request, so the shared-refresh SQLite mutex, atomic state writes and path handling are exercised on Windows. The extension runtime is unchanged from 0.2.1.
