v0.3.2

Patch release on the 0.3 line. It bumps logos-blockchain to d1e92cab, which carries the zone-sdk fix to re-fund only posted and next-to-post pending inscriptions.

Operators: the Bedrock node config schema moved with this bump. Durations are strings now (prolonged_bootstrap_period: 1s, api timeout: 30s), the swarm node key lives under network.backend.swarm.node_key, and metrics: None becomes metrics.open_metrics.enabled. See bedrock/node-config.yaml. Run a Bedrock node built from d1e92cab.

The sequencer gains an optional bedrock_config.stale_refund_slots. It is defaulted, so existing configs keep working; if you set it, it has to be 0 or at least 50.

No wallet or module change is needed. Program IDs and the privacy circuit image ID are unchanged from v0.3.1, so lez_core 0.5.1 and lez_wallet_ui 1.2.2 stay correct against this release.
