Remove ini4j from build.gradle.kts file

It seems that ini4j was removed in https://github.com/looker-open-source/sdk-codegen/pull/1387 and it is not used in the code base, however it still appears in the [build.gradle.kts](https://github.com/looker-open-source/sdk-codegen/blob/aa870fc9d9f899f116b3f9ae3378e53652c0121b/kotlin/build.gradle.kts#L36C1-L37C1) file.
