• The bundled coredoc skill also creates and maintains a package agent
  skill (skills/<name>/SKILL.md) for repositories with something an agent
  can operate (a library API, CLI, service, config format, or plugin
  contract) when an agent with only the README would likely misuse it. It
  decides from repository evidence on every pass, and creates none for
  documentation, content, or GUI-only repositories. The skill teaches the
  package's limits, a capability map, verified recipes and sharp edges, and
  the docs point agents to it from README.md, docs/README.md and
  llms.txt. The rules live in the new references/agent-skill.md. The
  bundled registry version moves to 2026.10.21.
