This adds significant new functionality for schedview reports :

• reusable collapsible tables (clickable foldouts in reports)
• plot tweaks, to modify map colours for observation_reason instead of per-filter
• update the visit map caption
• cache the visit map outlines
• Add per-night observing statistics to the report link table of contents and the RSS feed sent to slack
• the option to fetch the downtime summary per dayobs is available (not yet folded into reports)
