• Planning ends decided, specs transcribe. An unanswered question in planning (or while the spec is being written) stays an open question — silence is never recorded as an Assumption, and planning stays incomplete. Spec writers may only transcribe what was agreed; anything undecided keeps the spec at Status: planning.
• Plain questions, honest gates. pb_ask dialogs use plain words, one trade-off line per option, one plain reason for the recommendation. Planning carries an attack-checklist exit criteria, and the spec-review gate defers to decided points absent new evidence.
