Reinstall the Magento software section

Description

Per DevDocs site feedback in HotJar:

If you installed the software from an archive or if you used composer-create-project see reinstall as a system integrator. Step 2 after cd into magento install dir says to run git command, but composer create doesn't initialize git into install directory. There is no .git file in my install directory on ubuntu /var/www/html/magento. Troubleshooting section does not address this. Should just link to https://devdocs.magento.com/guides/v2.3/install-gde/install/cli/dev_reinstall.html

Possible solutions

Revise step 2 of that section OR replace with/link to Reinstall the Magento software page.

  1. Determine whether existing instructions work or not.
  2. Determine whether to simply link to other page, or replace instructions with correct. (Reconcile info between pages to ensure our instructions are comprehensive).
