Inspection. Disabled plugin declaration

Preconditions (*)

• Module di.xml that disables a plugin which not exist

<type name="SomeTarget">
    <plugin name="plugin_id" disabled="true" />
</type>

Acceptance criteria

• inspection warns the user that plugin with id "plugin_id" not exist.
• the functionality is covered by tests
