Changed
A policy change only enters sealed by the human (KJC-TSK-1032, KJC-TSK-1033): the Sentinel already kept the agent from writing .karajan/policy.yml and .karajan/rules.yml, but a change that landed anyway was committed, and CI judged the PR against the very policy it brought. Now authorization is checked where the policy is used: a new engine rule, defaults.governance.write, makes any diff touching those files a security deny in the commit gate, kj policy check (CI) and the release check, naming the way out. kj harden --commit seals them with the supervisor, signed from the phone, and the sealed hash lifts the deny. kj.config.yml stays out of the seal: it is machine-local and CI never sees it. Note: a Bash command that names policy.yml is now denied to the agent too; it reads the file with its Read tool.
