Patch. cross-ai-verdict no longer goes red after "Update branch".

Fixed

  • kj review --verify-pr passes over a clean merge of the base (KJC-BUG-0391): after "Update branch" the PR's head is a merge with no published review, and the check asked a verdict of that merge, whose diff is the base's code. A clean merge (its tree is exactly what git merge-tree gives for its parents) needs no verdict; a merge that resolved conflicts by hand still does. Any kj review a member published on the PR counts, since each commit's diff hash is the proof. kj review --publish-pr skips the same merges.
