Patch, cut from 4.70.1. The CI policy check works in projects that commit their kj config, npm 12 installs say how to build the database, and several frictions found in other projects are gone.

Fixed

  • policy-check no longer dies in projects that commit their kj config (KJC-BUG-0428, issue #2694): a CI runner never has a global kj config, so a committed .karajan/kj.config.yml made kj exit before judging and the check was red on every PR. In CI that config now sits on the defaults; on a person's machine the missing global config is still an error that says kj init --global.
  • npm 12 installs (KJC-BUG-0426, issue #2670): npm 12 runs a dependency's install script only when allowScripts covers it, so better-sqlite3 was left unbuilt and kj rag failed with a raw bindings error. kj doctor now detects it and prints the exact approve-and-rebuild command for your install, and the RAG says the same instead of the raw error.
  • kj policy add with reviewer claude (KJC-BUG-0430, issue #2695): it parsed claude's whole event stream as YAML and applied nothing; it now reads its final answer.
  • A PR can describe the supervisor's files (KJC-BUG-0425, issue #2679): the Sentinel denied any Bash naming them, so a PR documenting a seal could not be opened. Text that a gh pr|issue|release command only publishes is now text; anything not provably text is still denied.
  • kj harden warns about the one PR that moves kj-policy.yml to pull_request_target (KJC-BUG-0424): GitHub runs neither workflow on that PR, so a required policy-check never reports. Merge that PR once as an admin after the other checks pass.
