  no longer competes with chat/responses quotas

• Backend: ImagePool lease double-release protection via atomic.Bool CAS
• Backend: ImageGatewayRuntimeSettings (mode/max_queue_size/max_wait_seconds)
  • GET/PUT /api/v1/admin/ops/runtime/image-gateway, with backward-compat fill
• Frontend: OpsSettingsDialog form section (mode select + queue fields)
• Frontend: OpsConcurrencyCard IMG x/max badge + cooldown indicator
• Tests: add AcquireImageAccountSlot/ReleaseImageAccountSlot to all
  ConcurrencyCache mocks (testutil/stubs, concurrency_service_test,
  openai_gateway_service_test, gateway_multiplatform_test,
  gateway_handler_warmup_intercept_unit_test)
