ci: validate parallelized docker pipeline

Verifies the new release flow: GoReleaser builds binaries only
(with --parallelism=8 and go-build cache), then a matrix job
builds/pushes amd64 + arm64 docker images in parallel on native
runners, followed by a manifest job that stitches multi-arch tags.
Expected pipeline time: ~5-6min (down from ~12min).
