PATCH: the cue feature gives a current range, and CI starts the conventions check. No export changes.

Fixes

• The cue feature gives the devDependency "@mark1russell7/cue": "^2.1.0", not "^1.0.0". Thus a new package gets the current presets.
• The record site/src/cue-table.json and the fixture test/fixtures/generate-1.0.2.json have the new range.

Repository

• CI starts check:conventions of @mark1russell7/conventions.
• The test file test/generate.test.mjs is now test/generate.test.ts. The new tsconfig.test.json type-checks it, and typecheck starts it.
• A push run of ci.yml and security.yml finishes. A newer push cancels only the run of a pull request.
• The schedules of security.yml and pages.yml start at the minutes of the rule runner-budget.
• pnpm-workspace.yaml sets the trust policy no-downgrade for the versions of the last 7 days.
