Use a maintained action for setting up the rust toolchain.
Be explicit that we're fine with any Python 3 version for the simple lint checks.

Part of #14203.

Needs the [DO NOT MERGE] commit to be reverted before merging.

To the reviewer: be convinced that

  • CI passes
  • including the rust steps
  • looking at the CI summary, we don't have any errors or warnings other than a couple in the typechecking job
