Add support for dot-env files.

To support Space and DB names containing non-English characters, call decodeURIComponent() on space and DB fields of --url option value.

Several noteworthy changes in this release:

1. Node's fetch() was causing issues when running in a server environment, so I replaced it with the got library.
2. Action validation is now permissive; it only issues a warning for unvalidated actions.
3. Experimental feature allows running script actions locally. This emulates FIbery's script environment in Node. Currently only a subset of Fibery's API is implemented: executeSingleCommand, createEntityBatch, createEntity, deleteEntityBatch, deleteEntity, updateEntity, updateEntityBatch.
