Explicit Cloud Code Planning adds the first deliberately cloud-backed
mq-hal command without changing the local meaning of existing commands.

Added

  • mq-hal code-plan --provider openai --repo <repo> "<goal>".
  • Explicit provider boundary in hal/provider.py.
  • Versioned and validated plan-schema handling for provider responses.
  • Metadata-only cloud-egress notice before network I/O.
  • Provider boundary and code-plan smoke coverage.

Changed

  • OpenAI strict JSON-schema requirements are derived at the request
boundary without modifying the local PLAN_SCHEMA.
  • Release checks now detect a previously declared version that was
    tagged but never published.
  • Release smoke tests no longer invoke interactive command surfaces
    with inherited stdin.

Security

  • Existing mq-hal plan, critic, routing and model configuration
cannot silently switch to cloud execution.
  • Cloud execution requires explicit command-level operator intent.
  • Missing credentials fail before egress.
  • Provider, transport, response and schema failures remain distinct.
  • No implicit provider fallback is permitted.
