This temporarily reverts GPU support from the main branch. We'll add it back once we can ship GPU-compatible wheels and when users can pip install a torchcodec binary that fully supports GPU. Right now, we don't have the GPU packaging in place.

GPU support is still available by building from source from the https://github.com/pytorch/torchcodec/tree/cuda_support branch.

I reverted the following commits, see the list of corresponding PRs below.
