Fix a few corner cases. Port tests from nose to pytest.
There's no reason in 2016 to bother decoding these things.
When reading in binary, we get the raw line endings, which is different than when Python converts it.

As noted in #70 , should probably look at better, more appropriate techniques for text parsing, especially given the slow performance of the current implementation. |

Adds a parser for METAR station plots. Also adds some infrastructure for parsing text products.
This is still a work in progress.
