release: v1.14.0 — forge.toml provisions Cargo crates + Python packages

Bumps the workspace to 1.14.0 and points the site/download page at the
v1.14.0 assets.

Highlights since v1.13.0:
- forge.toml now declares and provisions the whole stack: [cargo].crates
  (forge cargo provide -> cargo add + fetch) and [python].packages
  (forge python provide -> pip / pixi add), plus `forge env provide` to do
  native tools, crates, and packages in one pass. The `cargo` provider shows
  in `forge doctor`.
