release: v1.8.0 — quick Cut/Copy/Paste + Format/Clippy, docs refresh

v1.7.0 already published without these, so this ships them as 1.8.0. Adds the
Edit-menu/toolbar Cut/Copy/Paste and Format(rustfmt)/Run-clippy quick actions,
refreshes USER_GUIDE for the Notebook/editor surfaces, adds docs/SIGNING.md and
a first-launch bypass note, and points the site downloads at v1.8.0.
