The rust port lands: launcher + oxc ESM→CJS emitter + native node_modules
bundler + all-Rust DOM (rtdom). turbo-test runs as a self-contained Rust
binary; the DOM environment is turbo-dom's pure-Rust rtdom bound to V8 (no
jsdom, no JS turbo-dom, no Node runtime for test execution).

Validated 100% on payroll (10,471/0), ui-design-components (7,062/0),
website-global (1,003/0).
