Speed up chat lists as saved history grows

Changes

• Prepare current chat metadata once per directory query instead of repeatedly parsing it while scanning saved history. This reduces delays in recent chats and workspace counts, especially for long-running chats with accumulated questions and coordination records.
• Keep current titles, status, permissions, read state, workspace boundaries and saved history unchanged. Every query still observes current metadata; no history is deleted and no conversation work is replayed.
• Preserve cached upcoming release notes across restarts as the changelog grows, while keeping its size and entry count bounded.
