ADO and repo housekeeping before 0.72-stable cut

Summary

With the move to a monorepo, we want to ensure we're ready for 0.72's release. This takes care of a few housekeeping points, namely:

• Make sure our integration pipeline generates the correct package
• Ensure that @react-native-mac/virtualized-lists is at a reasonable version number (a release candidate ensures that the next patch is 0.72.0)
• Disable 0.72-stable publishing for now so we can create the branch safely

Test Plan

We want to see the integration pipeline make it to the pod install stage, which is where the pipeline has been failing before any monorepo work. We can investigate further fixes afterwards if need be.
