Description
Add support to correctly layout in RTL based on the system/island settings.
Add support to handle font size scaling.
Note the font size scaling does not fully handle runtime changes. I believe this is a yoga issue, but I need to investigate further (See Investigate yoga invalidation on fontSizeMultiplier change #13864)
