Enable overriding "pythonPath" in the launcher #14674
Description
This is the extension-side counterpart to microsoft/debugpy#463.
The extension needs to support separate "python", "debugAdapterPython", and "debugLauncherPython", in addition to legacy "pythonPath" behavior. It's a good opportunity to also fix #12462.
