Release: HTTP Client & Permissions Packages

HTTP Client Package: Production-ready HTTP client with automatic token management, caching, and retry logic for service-to-service communication. Includes OAuth2 and service token providers, automatic token refresh on 401 errors, configurable retry with exponential backoff, and exposed interfaces for testability. The client is reusable across multiple services with individual service URLs.

Permissions Package: Generic permissions management package with thread-safe in-memory cache, permission catalog management, bootstrap synchronization with external services, and automatic permission code generation. Includes self-contained models, lazy loading with configurable loaders, and service-specific adapters for easy integration.
