Release: Multi-Range Bitmask Support

Enhanced auth package with multi-range bitmask support for scalable permission management. ServicePermissions now supports multiple 63-bit ranges per service, allowing for unlimited permission scalability. Sequential bit positions (0, 1, 2, ...) are automatically mapped to the appropriate range and position within that range. Includes updated JWT claims parsing with base-36 encoded range values and improved HasPermission method for efficient multi-range checking.
