FunASR ONNX runtime v0.4.5

Standalone funasr-onnx 0.4.5. This does not update the root funasr release.

Install: python -m pip install -U funasr-onnx==0.4.5.

Fixes streaming Paraformer short/no-feature packet IndexError (#3827), preserving
buffered audio, final frontend flushing and the existing overlap-cache terminal
path. Includes the fixes delivered in 0.4.4; dependencies and model weights are
unchanged. Thanks to the contributor who identified this separately in #3822.

Validation: release contracts, wheel built from sdist, twine checks, isolated
installed-origin/version validation, exact-head/main Python 3.11/3.12 CI, and
actual package-byte checks. All 13 runtime modules match the already accepted
main source. Existing 71 CPU tests and 32 real L20Z synthetic CUDA boundary cases
were hash-bound and reused without re-decoding unchanged code. This is not
pretrained ASR accuracy, BF16, full-repository-suite or Nano acceptance.
Historical offline/model-hub full-suite limitations remain disclosed.

Assets: wheel, sdist and SHA256SUMS for both payloads. GitHub actual asset bytes
are accepted first; PyPI upload is last and official downloaded bytes must match.
Root v1.4.19 remains the latest root release.
