Standalone ONNX Runtime 0.4.8

Includes #3842: the standalone CMVN reader now accepts blank lines and raises a file-specific ValueError for missing or truncated statistics. Valid float64 statistics and shipped feature output remain unchanged.

funasr-onnx is distributed separately from funasr. This is a CPU parser/package fix, not a model-weight or ASR-accuracy update.

The wheel and source distribution contain the accepted runtime source. Validation covers both standalone frontends, blank/truncated/missing/compact CMVN input, shipped am.mvn feature equality, release contracts, build/install metadata, and exact-head/main CI. It does not claim model inference, new GPU execution, Windows/NPU acceptance, or a full suite.

Assets: wheel, source distribution, and SHA256SUMS covering both payloads. GitHub asset bytes are verified before publication; PyPI upload and official payload-byte verification follow separately. The root FunASR latest release remains v1.4.21.
