v0.6.3

Changelog

Fixed

• A task whose gates outlast the 15-minute lease is no longer released and
  escalated by another worker: the pass records gates.started with its
  longest run, and the lease waits that out. Upgrade every host together;
  0.6.2 and earlier cannot read that fact.
