v1.3.0 — misterspec --version and --update

Adds two new top-level CLI flags: --version (report the running
binary's embedded version) and --update (check GitHub for a newer
release, confirm, verify a SHA-256 checksum, atomically replace the
binary, and reinstall Skills for the current project's recorded agent
integration). Constitution amended to v1.1.0 to allow this expansion
of the public command surface.
