Complete Milestone 1 - All packages fully ported to ROS 2

Meta-issue for tracking discussions around finishing Milestone 1 as proposed on the MoveIt 2 Migration Roadmap.

Issue proposals:

• Finish package migration (see Migration Progress Sheet) -> Create issues for remaining packages/libraries and assign to authors, are there packages that shouldn't be ported as is?
• Test/Update/Launch MoveIt 2 tutorials page (Test/Update/Launch MoveIt 2 tutorials page #192)
• Move run_moveit_cpp into tutorials (Move run_moveit_cpp to moveit_tutorials #193)
• Code cleanup -> review&apply ament, CMake, ROS2 best practices - document in /doc (Clean Codebase #102)
• Setup & Structure ROS2 migration/announcements/troubleshoot documentation -> Add to /doc, publish to ROS-index, reference moveit_tutorials (MoveIt 2 Documentation #194)
• MoveIt 1 Sync strategy -> When/how to sync? Document in /doc (How to sync moveit1 and moveit2 #45)
• Decide on release protocol -> tests, feature-syncs, ideally in accordance with MoveIt 1
