Zeta Tokio v0.3.0

Updated to require Zeta v1.0.4+ (v0.13.1 bootstrap).

What changed

  • Self-hosting now at zero errors — all Tokio runtime primitives compile clean under the self-hosted compiler
  • Bumped Zeta requirement from v0.11.3+ → v1.0.4+
  • Full epoll reactor, waker pipe, timerfd, blocking thread pool — all working via JIT
