Dev Fix: dev scripts deleting packages from elpa/

byte-compile-local.el used package-delete to avoid conflicts during compilation, which permanently removed the package from the user's elpa/ directory and could break Emacs startup.

• Replace package-delete with a load-path removal so dev scripts no longer modify elpa/
• Add package-vc generated files (*-autoloads.el, *-pkg.el, *.eln) to .gitignore

Dev Fix: byte-compile hook failure on first run

Force text-quoting-style to straight in byte-compile-local.el so grep filters match regardless of locale.
