Highlights

• Introducing support of Control Changes and Key Signature tokens @MinLee0210
• Implementation of the BEAT tokenizer @MinLee0210
• Time signature tokens are now enabled by default for all tokenizers. This change is motivated that disabling it for tokenizer with bar-based time representations result in inconsistent time / rhythm for music pieces with non 4/* time signatures
