TRAPI 2.0 compliant reasoner-validator

This is an initial release of the reasoner-validator in support of TRAPI 2.0 validation. Note that this release is somewhat deliberately (read: pragmatically) targeting TRAPI 2.0 and later release validation and is absolutely not warranted to properly validate earlier releases of TRAPI (for those, please use earlier releases of the validator).
